THE GENERAL STAFF SCHEME. [Press Association.— Copyright.] OTTAWA, Monday. The correspondence relating to the Imperial General Staff scheme will be submitted to Parliament at Ottawa. It is understood that the principal document is a letter wherein Mr Borden, Minister of Militia, recommends his colleagues acceptance, conditionally upon the Canadian section of the General Staff being always tinder Canada's sole control, and that all communications between the chief of the section and the chief of the Imperial Staff, except on routine mati tera, must first be submitted to the Mm S ister of Militfe. j
