The Heavy Traffic Bill introduced by Dr Findlay deals with vehicles which, . with or without a load, weigh more than a ton and a half to each wheel, and to vehicles drawn by bullocks and transportation, and from May to September, inclusive, any vehicle with or without a load which requires more than six animals to draw it. Tho Bill consists mainly of clauses which may be adopted in whole or part by any oca authority controlling roads. The local authority will then be able to grant licenses for heavy traffic oil conditions largely within its own discretion. There are clauses dealing with the rule of the road assistance to travellers in passing vehicles, parrying lights, precautions against injury to bridges, prohibition of bullock traffic during certain months, besides special provisions regarding traction engines. In the following are examples of the maximum scale of annual license fees -.-Two-wheeled vehicles with 24 to 3 inch tires, £10 ,- four-wheel-ed vehicles 2* inch and 3 inch tires £20 The local authority may fix the lower fees.
