' Mr Taft, United States Secretary for War, speaking at Kansas City, insisted that vigorous action and measures were necessary to eradicate existing business abuses. He said that unless' effective social and moral reforms were secured society as at present constituted must yield to the new order of things on a Socialist, basis. Mr Elihu Root, United States Secretary of State and M. Jusserand, the French Ambassador at- Washington, have signed the projected treaty agreeing to arbitration on any issue arising between France and America. Senator Aldrich, explaining his Currency Bill in the Senate, stated that in the event of an emergency it- would enable £100,000,000 of new money to be placed in channels of trade within 48 •urs, .- ■■3!.*j'."V '■■ '.
