The Third Committee has approved at the Peace Convention of the provision dealing with the rights and duties of neutrals during maritime war, which provision provides that beligerent warships cannot revictual at neutral ports except to complete their normal supplies. In time of peace they may only obtain sufficient fuel to reach the nearest port of -their own country. Germany and Russia opposed- the clause to t&ei.-Stay in' port' being " .limited to 24 'hours. • ' • ' LONDON, Monday. The "Tunes" declares that it is impossible for Britain to ratify the pro>osal to' establish an International 'rize Court, because it will enable foreigners to make laws regarding our fleet, and thus shorten our power on the seas.
