NEW YORK, Saturday. The Washington correspondent" of the "New York Times," after an intoiview with President Roosevelt, declares that the United States' fleet's cruise in the Pacific is due to Japan's constant diplomatic hectoring of American resources, and that friendly diplomacy has been practically exhausted in trying to meet the captious Japanese, t LONDON, Saturday. Tho New York correspondent of "The Times" says the attitude of the American press is distinctly provocative. The papers have made many telling refenices to Japan's quiescence since the cruise was decided upon.
