The Imperial Conference.

A PROPOSAL BY GENERAL BOTHA. VOLUNTEER DEFENCE FOR THE TRANSVAAL. LONDON, Tuesday. The "Daily Chronicle" says -.—"The Imperial Conference Secretariat is belittled in some quarters as a triumph of beauriracy. We trust that Lord Elgin will not so interpret it. However ably manned, the Colonial Office does not enjoy the whole-hearted confidence of colonial opinion; the Secretariat should ba so organised by the infusion of actual colonial experience as to command and deserve confidence." According to the military correspondent of the "Standard," General Botha submits to the Conference for approval of the Home Government a proposal for the establishment of a voluntary force for the defence of the Transvaal. He suggests the organisation of burghers into battalions on the principle of tha Volunteers in British countries, with the right to field pieces for mounted forces.
