Bannerman wrote :— " Whatever difficulties are in the way. we must nope that there will be no retrogression, and that the general desire for relief prevalent in Europe may find expreesion at the Hague." Lord WWdale slated that Britain was pressing the proposal for limitation of armaments, and ho belieced that the United States and Fr.ince would support her.
