NOTICES OF MOTION.

Cr. Hampson was given permission to withdraw his notice of motion in re-, ference to the appointment of a drainlge engineer. Cr. Hounsell was also given permislion to withdraw his notice of motion n reference to the wall of the septic ank. This concluded the routine business, md at 9.15 the Council went into itrict committee.

An association for tho Promotion of Flw'hl is in course of formation, rho Association will aim at assis.inq*. inventors and investijrators to :arry out experiments in artificial flight. In order to secure that no uffds shall be subscriber! by speculators with any hope of return*, it s propoaod that, in tho case of its lltimato success in its object, * the ••aluable asset-s, such as a facuility for constructing* practicable flifiiit machines, should be 'handed, freo of loety to t-ho nation. A provisional committee hgs been appointed, which includes tho Hon. C. A. Parsons, F.R.S.; Sir William Crookcs. F.R.S.; Major 18. F. S. BadenPowell, and others. Major Ba-den-Powell, who is tho presi'dont of the Aeronautical Society, in „ letter ix*} 'The Times,' explains how the new Association dilHers frnm the Aeronautical Society and lhe Aoro Club lio points out that the newly-form-ed Association! has for its main rbject the acquisition of a fund io ba •devoted to the purpose already explained. The intention is to make* a public appeal, and it has been* considered t*hat this could be do-ne better by an independent body than jy tho existing socioty.
