TO THE DISTRICT ELECTORS OF THE CITY OF NELSON : Ladies and Gentlemen,— I have come forward as a candidate for tho Mayoral Chair at the request of a large number of electors who, with myself, desire to see an improvement in the management of the affairs of the city. I have been in business in the City for over 20 years, all my interests in life are bound up in it, and I view with alarm the increase of rates, and tho great deßt that is being loaded upon the City, and the delays in the conduct of the City business. I was for thirteen years a member of the City Council, and have a thorough knowledge of the City affairs, and I am sure that without any increase in the rates or in the overdraft, the necessary expenditure of the City can be kept within its income. I am also satisfied that tie City Gasworks, under proper management, can be made a highly profitable concern, and the supply of gas greatly increased and improved. I am further sure that if elected I can conduct the meetings of the Council in an orderly manner and free from the quarrelling and bickering that has been the rule for the last twelve months. If elected, I promise the electors and pledge myself to do my utmost— (1) To keep the expenditure of the Council within its income. (2) To prevent any further increase in the bank overdraft. (3) To reduce the overdraft. (4) To prevent any iucrease in the rates, which are already much too high, and to ensure the fair expenditure of the rates for the benefit of all citizens. (5) To put the management of the Gasworks on a business tooting, and to increase and improve the gas supply. . (6) To conduct the meetings of the Council in an orderly, decorous, and expeditious manner. (7) To work harmoniously with all the Councillors for the benefit of the City and electors. (8) To see that every officer and employee of the Council does his duty. (9) To see that . every contractor or other person dealing with the Council honestly and fairly carries out what he undertakes. „ (10) To expeditiously carry out the drainage works, which have been authorised by the vote" of the ratepayers. (11) To do all that can be done within the Council's means to improve i the City. . ' (12) To see that in all things the best interests of the ratepayers are honestly served. lam not allied to any party. I have no axe to grind and no friend to serve, and if elected to the Mayorship I shall rule the meetings and conduct the business with absolute impartialityIn conclusion, I ask those lad.7s and gentlemen who are satisfied with my promises and pledges to support me in the election.
