THE DEATH OF MR SEDDON. ' PROPOSALS FOR^N- IMPERIAL '■ COUNCIL. (Received April 18, 10.10 a.m.) ...„," LONDON, Thursday, ine Conference resumed business. Sir Joseph Ward moved a resolution expressing deep regret at Mr Seddon's death, and recognising his strenuous work in the interests of the Empire. Lord Elgin endorsed Sir Joseph Ward's eulogy of the deceased statesman, and the resolution was carried in silence. .- The Conference then proceeded to discuss the resolutions submitted by Mr Deakin and Sir Joseph Ward in favour of an Imperial Council of a purely consultative and advisory character. ; Dr Jameson (Cape Colony) supported .the motion. i Wilfrid Laurier (Canada) showed Jextreme caution. ; General Botha (Transvaal) thought it ; would be better to let well alone. He I Jsaid it would be a mistake to create a ! ! department which would rival the Co'ilonial? Office. - " -\ •'• Lord' Elgin notified his intention to submit a resolution which he hoped [would meet the difficulty.
