Tho "Temps" St. Petersburg 1 corresponcYmt reports that th© Council of the Empire, by a slight majority, favours pdace, aaid has !ordered M. de Witte to make freah proposals regarding indemnities, but not to include an unfavourable peace, inasmuch as tbe army ia assured of victory. LONDON, Augv 23. Reuten-'s St. Petersburg corre*spondent reports that it is positively affirmed .by the Foreign- Office, in reply to inquiries, that Russia under no circumstances will pay a large indemnity.
