MELBOURNE, Satarday. ; ! Brig.nier-General Finn has been definitely appointed Inspector - General under the new defence scheme. Generat Button disapproves of the scheme, saying it w-ill make centralisation inevitable. He considers that the Inspector-General is without responsibility and that the office ffilt not, prove l satisfactory. He adds that there ib no officor in "Australia who. without the assistance of a Gonoral Officer Commanding of long experience, has the modern technical training necessary to enable him to dischargo the grave responsibilities of tho directorship of artillory engineers.
