THE RUSSIAN DEMANDS.
(Received May 6. V.31 a.m.V LONDON, Yesterday. The text of the Russian demands is to Manchuria, declares that Russia is entitled to guard the neighbourly relations of China against alien interference. Russia stipulates that China shall not open treaty ports in Manchuria or permit new consuls without the assent of Russia. The employment of foreigners ,-:.,. in the Chinese Administration is nofc *fco .- extend to affairs in North China, where Russian interests . predominate. Such positions must be entrusted there to Russians alone, instancing ■-. mining advisers, "who must be Russians in ■ Manchuria and Mongolia.
