RUSSIA AND MANCHURIA. LONDON, Yesterday. Mr John Hay, United States Secretary, i not having acknowledged and recapitulated Russia's Manchurian declarations, practically places; oh record M. de Cassigm's recent verbal statement. Count Beckendprff, the Russian Ambassador in London, made ,a similar statement, adding that Russia considers the development of ioreign <v>mmerce in Manchuria one of the main objects of the railways.
