KeUy, ex- Speaker of the St. Louis (U.S.) House of Delegates, who is iv^ntod in that city in. connectiop with the bribery cases unearthed rbere some time ago, was arrested in Philadelphia last month. Kelly, it is charged, is the man who distributed the 47,500 dbl boodle fund among members of tbe Ifoase comr bine three years ago for the passage of the City Lighting Bill.
