LONDON, July 29. O^ing to a Socialist paper publishing an incomplete German tariff the Government has published a complete draft of the- Bill, which concedes tine demands of the agrarians, and considerably increases the duties on agricultural products. In commercial treaties the minimum tariff on rye and oats is fixed at 6 marks, on wheat at 5J marks, and on barley at 3 marks per 100 kilogrammes.
