ARMY REFORM.
A DECENTRALISATION SCHEME. LONDON, July 27. In the course of the debate ia tbe House of Commons on the Army Blil, the Kt. Hon. W. St. J. Brodrick, Seoretary for War, said that three Army Corps would be created at the end of tho year, to be located at Aldershot, Salis* buro Plain, and in Ireland. Each corps, said the Minister, would have independent powers in regard to | financs and the execution of military works.
