Tho Boer correspondent signing him-' self " PS." whose le tcrs to "Tbe Times" e&rly in the war altracted so much atl tention, writing to the " Morning Fost," insists that clemency towards the Boers would be misplaced, and tbat it would be more humane lo proclaim that all sl.ill under arms in September will be outlawed and their properly confiscated, and that all taking up arms later will be hanged.
