TO THE BURGESSES OF THE CITY ," OF NELSON. j LADIES AND GENTLEMEN— \ I have the honour to inform you that lam a Candidate for a seat ou i ' the Nelson Harbour Board at the election ( to be held on the 20th inst , and solicit ] yoar vote and interest. I am in favour of pushing on onr harr bour work immediately, and; would point out that there iB no longer any opportunity of making a selection between various schemes of harbour improvement without Ooe postponement consequent on re-survey [and consent of Parliament. The Government, as you are aware, have approved of Mr Leslie Reynolds' scheme of cutting a channel in the Boulder Bank some distance west uf the Lighthouse, and the ratepayers must either sanction tlie work on the basis of Mr Reynolds' planß or "have permanent harbour improvement indefinitely shelved. In. view, therefore, of the disastrous rea-alte that have followed on differences of opinions and rivalry of schemes of public (vorks elsewhere, I am in favour of accepting the decision of the Government, resuming, as a business man, that the • moat pareful scrutiny has been made of Mr Reynolds' pjans before their final adoption, and alao assuming that Mr Reynolds stakes hia professional reputation on the practicability of his proposals. It is an important principle that the Harbour Board ia not to be constituted of firofessional civil engineers, and hence it s no part of the functions of the members to dictate or vary professional details with wnioh they cannot possibly be conversant.
