Mr Justice Edwards, in refusing the ap- f plication, said the Act was eminently unsatisfactory. It placed at the head of tin . Court a Supreme Conrt Judge who knew ' notliug of the value of Und, aod to assi-t . him there were two assessors, one af painted by eacb party, thus a quasi advocate ol tbe party's cause. Practically, the Judge nas left to arrive at the value as best be could in face of e\idenco contaiui g most absurd discrepancies.
