SIR ALFRED MILNER'S PROCLAMATION. CAPETOWN, February 13. Sir Alfred Milner's recent proclamation refusing to recognise the forfeiture of property in tho Transvaal and the Free State after the heavy taxation by the Boer Government for war purposes has had a reassuring effect throughout South Africa.
