The " Novoe Vremya," commenting on Lord Salisbury's remarks with reference to the reorganising of the Chinese army and navy, declares that the means at British control are such < hat, with the direction of the Customs, they would make China altogether British, The paper in question has no doubt that Russia, will direct her allies' attention to the danger, and also other Powers, notably Japan, ia order to prevent China becoming a victim of a murderous plot against the East. Official notice will be sent to merchants in Odessa that Bußsian goods will be freely admitted into Port Arthur.
