Britain has issued a proclamation declaring her neutrality. WELLINGTON; April 25. A Gazette Extraordinary published to-night contains a proclamation of neutrality under tho usual heads warning British subjects against illegal enlistment, shipbuilding, and expeditions. Though the overland freight at present is £6 13s 4d a ton, cargoes oould be conveyed to the port named at about the same cost as would be the case for cargoes shipped by vessels for the long sea route, and tbe time of the voyage largely reduced.
