FRENCH AND RUSSIAN PROPOSALS.
THE INDEMNITY LOAN. ; BRITISH SIGN OF WEAKNESS. LONDON, January 28. Reutei s correspondent in Pekin states . that the French baDks have offered to i provide funds for tho Chinese indemnity , loan which Russia has proferred to raise, [ Russia undertaking to obtain the necessary concessions. The correspondent says that the Chinese eulogise the difference between the terms secured by the French banks and the conditions demanded for the British loan, and adds that it is feared tbe Chinese Government will interpret the action of the British squadron in leaving Port Arthur as a sign of weakness.
