THE FEDERAL CONVENTION. KEPAUIAN RIGHTS BLOCK THE WAY. [United Press Assooiaton.] MELBOUBNE, January 27. The liivers Committee or Federal Conven tion now sitting failed to arrive at any compromise and the whole question will again have to be thrashed out at the Convention. The situation is regarded a9 grave. The other smaller colonies continue to support South Australian demands, and the possibilities are that federation will be blocked. The Convention devoted the greater part of to-day to the discussion of a new subsection proposed by Mr Higgins (Victoria), giviugthe Federal Parliament power to take action to prevent and settle industrial dispules. Eventually (he clause was adopted ly ?2 to J'J, Matters to be referred to tho Federated Parliament by State Parliaments are now being discussed.
