Extreme surprise is still daily expressed at the non - appearance of the policy measures of tho Government. Neither tho Local Government Rill nor the Licensing Bill is yet within sight. The Premier says of the last named measure tliat it has yet to come before him, but yet it will be ready at the end of next week or tho beglnntng of the one following. This is regarded as a very remarkable statement, seeingthat it is universally understood that almost the only 'diflerehce between tlie new Bill and ibat of last year will be an alteration in the majority required to decide the issues placed before tbo electors. Tbis is hardly enough to justify the delay connected with the Bill, aud even the Local Government Bil would have boen ready to bring down hai Ministers worked as they should- have done during the recess on this vitally im portant measure.
