Eaabern news to hand by sbeamer states that a oonstitutiohal diffioulty has arisen between the Governor of Hong Kong and the unofficial membera of the Legislative Counoil, The latber opposed bhe proposal to increase the salaries,, and the Governor deoliniug to oable to Lord Kuutsford, the Seoretary of State, on the question, bhe Opposition sent a communication, and the Governor is muoh enraged ab their aotion.
