London, October 9. Mr Henry Campbell, M.P. for Fermanagh South, has commenced an action for libel against "' The Times, 1 that paper having alleged he was the writer of the Parnell letters in his capacity as secretary. The Goldsmiths Company hare deolared their intention to endow- the People's In. stitute in South London with a gift equal to £90,000.
