The Committee approves the iacrcased duties on tea, wines, and oigars, a* being taxes that will fall equitably on all clacses of the community without interfering with the course of trade. That many of the duties proposed in the new Tariff are not suoh as should be adopted for the avowed purpose of securing additional revenue, and promoting local indnstries. That in any case where it may be doomed politic to afford incidental assistance to. any local industry under the Tariff framed, also for revenue purposes, it is unwise to fix any higher duty than 15 per cent, ad valorem in addition to the proposed Primage. That the proposal to impose duties on certain articles and implements used in agricultural and mining is specially burdensome to those interests, and an economic inconsistency, seeing that various articles and materials used in secondary and incidental industries are admitted free.
