WAIMEA COUNTY COUNCIL.

A special meeting of the Council was held at 2 p.m. to-day, to adopt a resolution to dissolve the Upper Motueka Boad Board and constitute three new distriots, namely, Motupiko, Stanley Brook, and Tadmor. Present: Messrs Bird (Chairman), Pattie, HarknaßS, Phillips, Benke, and Sinoltir. Mr Phillips moved, and Mr Beuke seoonded the resolution constituting the new distriots, which was unanimously adopted. The Chairman skated, that tho deputation Appointed by the Council had not yefc interviewed all the Rood Boaids. Those they had s»en and discussed the matter with appeared to see the necessity of levying a County rate, though some of them were averse to giving up any of their powers. It might still be a question whether in the event oE some subsidies being continued in any way it might nob be better for Boad Boards to levy rates for roads so as to seoure such subsidy, and the Council to only levy a Hospital and Chauiablo Aid rate. Mr Pattie considered that hitherto both Council Council and Boad Boards had been acting illegally, and not in accordance with the provisions of the Aote. Mr Phillips said they had been acting in accordance with common sense even i£ they had te some extent disregarded the nonsense ot some of the legislation. gome desultory conversation ensued and the matter then dropped. Mr Sinclair ?mid in connection with the Charitable Aid Board, there was a reserve ia the Swamp at Riwnka which was let at an absurdly low figure, and be thonght ihat if the Bo»rd or Coutacil could get hold of the administration of the reserve they would make much more out of it. There were two ressrvep, one belonging to the College wbioh I brought in £211 a year for 304 acres while for the Hospital reserve the rent wa9 only £69. Mr Pafclie said the College had two good sections whioh wero all available, alao ore section of whioh 48 ncres were available onb of gQ acres, Tho Hospital reserve, on the othtr band, was not nearly so g^od, as holf of Poma of the eeotions were entirely barren hills, There was a Bill dow in course of preparation to band over the management to the Council. Considering what the lessees h*d done op some of tho eeo ions he thought that they were paying quite enongh, Tho leases would terminate in the coarse of a few years, and then of course they would bring in more rent. The matier had been frequently before the Charitable Aid Board. Mr Binolair w»b very glad to hear that they had it under their consideration, Mr Beuke uaid that some repairs were necessary in Cook's Valley to save the road, whioh would go altogether, at the next flood if not attended to. The Chairman said the Board could very well undertake a work of that kind and send in the account to the Council. They might safely expend j£lo on it.
