[The first portion of She report of yesterday's proceedings will be found on the fourth page.] On the motion for the committal of the Loans to Local Bodies Bill, Major Atkinson referred to the question of the liabilities mentioned in the Financial Statement which had been adverted to by the Treasurer. He said that the £800,000 balance did not exist. Mr Moss moved that before proceeding any further with the Bill, it was necessary for the Government to bring down their proposals foi dealing with the main or post roads of the colony. The amendment was lost on the voices. Sir J. Yogel complained of the manner in which the Opposition ran down the credit of the colony in order to score points against their adversaries. He repeated that the money Was available. The Bill was ordered to be committed on Friday. The House went into Committee on the Justices of the Peace Bill. Sir G-. Grey moved a new clause affirming the principle of elective Justices. Messrs Kerr, Bruce, Trimble, and Samuel strongly opposed, and Messrs Peacock and Duncan supported the clause, winch was rejected by 18 to 38. The remainder of the clauses then dropped. The House went into Committee on the Counties Bill. In clause 2i the number oi Hidings into which a new County formed bj the union o£ one or more may be divided was increased from 9 to 13. Progress was reported, and the House ad journed at 1-15 a m.
