ROME. The special Court which has been trying Marshal Graziani on charges q/ collaboration and cruelty to local populations has decided that it is incompetent to handle the case and has ordered it to be transferred to the military tribual. The trial was well into its fifth month. If the military tribunal decides not to hear the case, it w jh be referred to the Supreme Court. * • •
