Carried Placards In Street; Charged
WELLINGTON, Thu. (P.A.).—As the result of a march by two young men carrying -placards in Cuba Street on October 15, Richard Campbell Pulley and Bryant Hcarfield were charged in the Magistrate’s Court with failing to keep to the footpath and with carrying placards' in such a manner as to be liable to obstruct, or interfere with and endanger, traffic.
The placards produced in court stated in capital letters “Communist meetings banned by Tory .council.” Accused pleaded not guiltly. For the accused, Mr N. G. Taylor submitted that as defendants constituted a procession they were lawful users of the roadway and that as far as obstruction was concerned, they were no more inconvenience to traffic than parked cars. Evidence was given for the police that trams had had to be slowed up because of the placard carriers and cars had swerved to the centre of the road to avoid them.
Mr A. M. Goulding, S.M., reserved his decision, stating that the matter involved important rights, both to individuals and to the traffic authorities.
