WASHINGTON.— The Hungarian Legation announced yesterday that M. Ivan G. Nagy, first secretary to the Legation, had refused to obe’itan the Gcrornment in Budapest to return to Hungary. It is understood that M. Nagy has declared himself a political refugee.
