HAMILTON, Sat. (Sp.).—For “outstanding initiative and conscientiously thoughtful devotion and service of a superlatively distinguished order” Mr Charles E. Hubbard, of Hamilton, has been awarded the Distinguished Civilian Service Award by the United States Navy Department.
Mr Hubbard was chief civilian assistant to the officer in charge of American naval repairs, Commander A. C. Bushey, U.S.N., while the latter was stationed in Auckland. Dr E. Marsden, formerly secretary of the Department of Scientific and Industrial Research, is the only other known New Zealander to receive the award. Mr Hubbard joined the New Zealand Army early in the war, and was, at one time, stationed in Whangarei. He was staff captain to the officer commanding the Auckland military area. Prevented by an accident from serving overseas, he was posted to the naval dockyard, Devonport. Up to 1800 ship repair contractors and their men were at one time under his direction.
The new Salvation Army officer, Major L. Jones, who arrived in Whangarei this week from Opotiki, wa3 scoutmaster of the Opotiki troop and Commissioner for the Opotiki district. Major Jones was mainly responsible for reviving scouting in the district after it had been at a low ebb for some time. His energy and enthusiasm made it possible for the Bay of Plenty Scout Rally to be held" in Opotiki for the first time last year. At a farewell evening, given by the Scout movement, Major Jones spoke of his interest in organising scouting in Whangarei, and issued a challenge to the Opotiki Troop for a competition between the Opotiki and Whangarei troops, if a visit could be arranged.
