Dr Papanek Protests

The demand by Czechoslovakia's chief delegate to the United Nations (Dr Jan Papanek) that the Security Council should investigate the Communist coup in his country will not l e placed on the agenda. Ofiicials announced that it had been decided that M. Papanek’s letter was a “non - governmental communication,” and it would be treated in accordance with the Security Council’s rules of procedure which provided that such communications were available to members of the council who wished to see them, but were not formally placed before the Council.

Under the United Nations Charter. M. Papanek could get the Security Council to consider the complaint if Mr Lie or some sovereign country sponsored the cnarges. Commenting at his Press conference on M. Papanek’s move, the American Secretary of State (Mr Marshall) said

it was refreshing to hear someone saying freely what he thought. Dr Papanek announced today that he will file a formal protest with ihe United Nations against the shelving of his request for Security Council investigation of the Communist seizure of his Government. -

Dr Papanek said he also was ready to occupy the seat for Czechoslovakia in the Little Assembly, boycotted by the Soviets, when the Assembly meets on March 15 if his action will not “embarrass” the United Nations.

“I am still the legal representative of the Czechoslovak Republic,” he said. “I am acting on the instructions of

M. Masaryk. “I don’t see how Mr Lie can regard my demand as the communication of a private person.” So far as is known here, Dr Papanek’s credentials have not been withdrawn.
