LONDON.— Yesterday was the warmest March day on record in London with a temperature of 74 degrees. A year ago there were icefloes in the Thames Estuary and it was the coldest March for 162 years. High temperatures were also recorded yesterday in many parts of England and Wales. Some parts of the country, including London, have had no measurable rain for 15 days or more and are now officially experiencing a drought. * • •
