Racing Advisory Board Recommended

WELLINGTON, Wed. (Sp.)—While considering that any interference with the powers of either the Racing or the Troltmg Conferences would be unjustified. the Royal Commission on Gaming and Raeing recommends the appointment of a Racing Advisory Board. Members of the board would be a representative of each of the Racing and Trotting Conferences, a member of the public, and an independent chairman appointed by the Minister. Functions of the board should be to make representations to the Minister as tor-

fa) What provision should be made by each club from time to time in the way of stand and other accommodation.

(b> What other amenities and conveniences each club should provide for the public.

(c) Whether proper and adequate refreshment facilities, including the supply of hot water for picnic parties, are being supplied, and if not, what improvement is necessary. REASONABLE CHANCES

(d) Whether admission and other charges made to the public are reasonable. or whether some alterations should be made.

<e> Whether any proposed oapital expenditure is warranted in the interests of Ihc public, or whether expenditure for some different purpose is desirable.

(f> Whether the stakes proposed to be offered by any club in any year are reasonable and proper, or whether they should be increased or reduced. fg) Whether adequate and sufficiently modern totalisator facilities are being provided by any club and what improvements should be insisted upon.

fh) Whether each club is providing satisfactory amenities and conveniences for all persons employed on race days.

<i> What relief, if any. should be extended during race days to people emphV’ed by each club.

(j) Whether adequate accommodation and conveniences and amenities are being provided to stable hands, ioekeys and trainers.

ENFORCING RECOMMENDATIONS (k) Whether the levy on clubs to provide. slakes for picnic meetings is operating equitably, and if not. in what resocct amendment is required. (li Whether facilities for o!T-course betting are satisfactory, or whether a : - dilions, changes or variations are needed. fin) What aids, mechanical or otherwise, each club should provide from time to time to ensure the bona fide running of races and accuracy ol judgment of results. (a) Generally, in what respect and bv what means the administration of clubs could be improved in the public interest. The recommendations of the board could be given effect by the Ministerunder the sanction of his ability to grant, refuse or revoke licences to use the totalisator and when approved by the Minister would thus become authoritative and enforcable.
