NAVY.—The Admiralty announces that Vice-Admiral Sir Cecil Harcourt, who has been Flag Officer, Air, and Second-in-Command of the Mediterranean Fleet, becomes Second Sea Lord, and Admiral Sir Arthur Power, who has been Second Sea Lord since February, 1946, becomes Commander-in-Chief in the Mediterranean, succeeding Sir Algenon Willis.
