THE official report of UNSCOP, which now is signed and has been submitted to the United Nations Assembly, confirms the details published in the Northern Advocate on Saturday. The majority report, which recommends partition with economic union, recommends that Britain should carry on the administration of Palestine under the auspices of the United Nations while Arab and Jewish states go through a two-year transition period, electing constituent assemblies and preparing to sign a treaty of economic union.
The Jewish Agency, during his period, should be responsible for organising the immigration of 150,000 Jews at a uniform monthly rate. Sixty thousand Jews should be admitted annually if the transition period lasts beyond two years. The majority’s plans for boundaries of the states exclude the city of Jerusalem. The proposed Jewish state includes Eastern Galilee, the Esdraelon plain; most of the coastal plain and the whole of Beersheba sub-district, including the Negeb. The proposed Arab state comprises Western Galilee, the hill country of Samaria and Judea, excluding Jeru-
salem, and the southern coastal plain to the Egyptian frontier. The majority’s proposal for Jerusalem is that the United Nations Trusteeship Council appoint an impartial governor, empowered to make decisions on the basis of the status quo in cases of disputes between the different communities. Jerusalem should be included in the economic union. The report suggests that surplus revenue from customs and other common sources should be divided to give not less than five, and not more than 10 per cent to Jerusalem with the remainder apportioned equally to the Jewish and Arab states.
