(Rec. 1 p.m.) BUENOS AIRES. Mar. 14 Reports from Paraguay say the Chaco garrison joined the rebellion, thereby throwing the odds overwhelmingly against President Higinio Morinigo's regime. Observers here consider the Government's days are numbered, as the Chafco garrison is regarded as a decisive factor.
