Sharp Note To Russia

(Rec. 10 a.m.) WASHINGTON, Mar. 6. The State Department today released the official summary of a sharp Note to the Soviet, in which it charged Russia with causing a political crisis by “unjustified interference in Hungarian internal affairs.” The Note said the United States deems “unwarranted” the charges filed against the Parliamentary deputy, Bela Kovacs, whom Russian soldiers arrested last week. Kovacs, until recently, was secre-tary-general of the Smallholders’ Party—a moderate-majority group in the Hungarian Parliament and which the Communists have striven to oust. The Note added: “The pattern of recent political developments in Hungary appears to threaten the right of the people to live under a Government of their own choosing, for it involves foreign interference in Hungary’s domestic affairs in support of repeated aggressive attempts by Hungarian minority elements to coerce the popularly-elected majority. “The United States Government is opposed to this attempt to nullify the electoral mandate given by the Hungarian people.” ‘RELUCTANT POLICEMAN’ The Christian Science Monitor, editorially reviewing American interests in world order, concluded: “America will have to discover how to help keep order without underwriting reaction. “This will require the fostering of economic health and free government. “Uncle Sam, the reluctant world policeman, cannot follow Hhe merely negative course of resisting Russia. “He must have a positive reform programme.”
