Some leading Russian farm workers have developed an anti-state feeling, I which they do not even attempt to hide, says the newspaper Izvestia. | Because of this feeling the rate o i supply from some provinces is fall--1 ing rapidly, it says, j Collective farms are failing to meet ' auotas for grain deliveries to the state, ! and some farmers are deliberately I withholding grain. I The Russian Government has estao i lished a Council of Farm Affairs to ! police operations in collective farms i all over Russia. I It will be independent of local autni rities answerable direct to the Minij stry. The move follows disclosures iof alleged malpractices by local officials.
