Fight Again In Manchuria

(Rec. 11.0 a.m.) PEIPING, Aug. 25. Fighting has broken out in Manchuria, where Communists at Tiehling struck a surprise blow at the Government railway lifeline from Mukden to Changchun. Government military observers in Peiping reported that Communist forces were becoming active again throughout Manchuria. Generalissimo Chiang Kai-shek is reported to have approved a compromise plan to place all disputed areas in China under full American trusteeship pending final settlements with the Communists.

Addressing training camp graduates Generalissimo Chiang said it was a great shame to the Koumintang that a year after victory reconstruction had not begun. The people's suffering was as great as ever. WORK INCOMPLETE

He added that the Kuomintang’s work was incomplete while one person in China was hungry, in rags or without a roof.

The explosive situation in Manchuria after a lull of two months shows signs of imminent detonation, says the Associated Press correspondent. Government sources said the most likely battle sites were Harbin and Kirin. Government troops had moved to within 30 miles of Chengteh. The Government, adds the correspondent, recently threatened to assault the Communist strongholds in Chengteh, Yenan and Kalgan unless the siege of Tatung were lifted.
