(1.30 p.m.) CHUNGKING, Aug. 22. Chinese troops are occupying Hongkong under the surrender terms, reports the Associated Press correspondent. British authorities in Chungking declined to comment. A Chinese army spokesman said Hongkong was in the China theatre. The High Command naturally asJapanese surrender there. A Foreign sumed responsibility to accept the Office spokesman stated that Generalissimo Chiang Kai-shek was considering the whole issue and was expected to announce a decision in a few days. A Manila message states that General MacArthur forwarded to Chungking a Japanese protest against Chinese troops rushing to Japanese-held areas, also a request that General MacArthur investigate the situation cabled. General MacArthur has relaxed the order grounding all Japanese planes. Replying to the Japanese request, General MacArthur authorised the Japanese forces to employ to the maximum extent possible unarmed aircraft marked with red pennants for urgent requirements in connection with the execution of the surrender terms.
