My objective has always been, and still is, to give the benefits of electric power to every family in the area at the lowest possible cost, consistent with sound finance, and after making provision from profits for the reticulation of areas that could not legally be reticulated by the use of loan moneys. I am in favour of only electric power actually used being paid for, as I consider the very strong financial position of our undertaking does not need bolstering up by minimum charges or in any other way.
