1.L.0. To Consider World Social Security Plan

(Rec. 1.30 p.m.) LONDON, March 14. The International Labour Office has issued a report of a world Social Security plan which will be discussed at the International Labour conference opening in Philadelphia on April 20. The plan looks toward the extension of social insurance to the whole working population and its dependents, giving the security of a modest basic income in all contingencies involving inability to work or obtain work. The report points out that it does not call for benefits higher than the lowest that peoples trusting in the Atlantic Charter might expect. Australian Envoys

The Minister for Supply (Mr. Beasley) will represent the Australian Government at the conference, says a Canberra cable. A second Government representative will be appointed later Full Cabinet has selected Mr. H. C. Condi, of Victoria, to represent employers and the president of the Australian Council of Trades Unions (Mr. P. J. Carney, of Victoria) to represent employees. Mr. Beasley represented the Commonwealth at an International Labour Office conference at Geneva in 1926. His visit to the United States is expected to coincide with that of Mr. Curtin. This means that Mr. Beasley will be able to co-operate with Mr. Curtin in important discussions he will conduct in America both before and after his visit to London for the Empire Prime Ministers’ Conference.
