Deprecating foreign discussion on Finland’s reported desire for peace, the Finnish Finance Minister (M. Tanner) speaking at Helsinki, declared: “Such scribblings do Finland great harm. Our only enemy is Russia. Finland wishes to maintain cordial relations with all other nations.”
