United Rehabilitation Administration
NEW YORK, September 24, Britain, America, China and Russia have approved a revised draft agreement for the United Nations’ relief rehabilitation administration in liberated areas which Mr. Cordell Hull described as “the first and most important step in international collaboration.” The agreement provides for a council consisting of one member from each of the United and Associated Nations and a central committee consisting of one member each from Britain, America, China and Russia. According to the revised draft, distribution of food and other rehabilitation work will be undertaken by the international organisation, thus cutting down the present American relief organisation to the role of an aiding American member of the council. Mr. Hull disclosed that the revised draft had been sent to 29 other United Nations, 10 associated nations and the French Committee for approval, and added that White House had suggested that the council meet early in November in America.
