DUBLIN, June 28. Whether Mr de Valera will head the new Government of Eire will not be known until July 1 when the new Dail meets. Mr de Valera seems to be the unanimous choice for Prime Minister. Stability is not likely under another leader in the absence of a firm agreement among the opposing parties. One point which is' causing uneasiness among opponents is the Prime Minister’s power to dissolve the Dail and call another election. De Valera has said that it now remains for the Dail to elect a Prime Minister who will determine the Government. Mr Cosgrave is equally guarded, stating that the laissez fpire policy of the' past 11 years must -be put aside and replaced by constructive .effort. r-'-.-V- ■ ' ■ -V
